In France for example, for a cover used by a well known book editor, you'll range around 300 to 500 euros for life time using. For big international companies and huge visibility commercial advertising, I'll could range it between 6000 to 12000 euros, depending on media used.
In case of you can't find an agreement, you need to go further with the lawyer, and request your action costs to be paid by the University also, otherwise you'll spend more working on it that gaining anything from it.
